Lisa could set priorities, provided they remained consistent with the portfolio. She could change the process, subject to approval by its functional owners. She could move people into a renewal unit once Human Resources and their current executives agreed. She could spend inside the renewal budget, which did not contain the systems or most of the people required to renew a policy. She could release independently through the central release process.
