A customer is charged twice. She asks for £840 back. The service unit can see the two collections, the complaint and the account to which the money must return. It investigates the case, decides that a refund is due and creates the payment instruction under the same case identity. It remains accountable until the customer receives the money and the duplicate collection is explained.
The payment has a separate release right. Law or control policy may require that separation. The unit does not let the same person create and release a payment above £500. The Payments service checks the destination against the original collection and requires a second named approver. That is a deliberate division of one act, protecting the institution from error and fraud. Its contract states the evidence required, the two-hour response time and what the unit may do when the service is unavailable.
The limit is narrow. Nothing in that separation gives Payments the right to decide whether the complaint is valid, choose the customer wording or reprioritise the unit's casework…
